The mage is a level 9 spellcaster, and has access to level 5 spells. By comparison, your level 5 PCs will have level 3 spells. A mage ally like this might overshadow your characters a bit. It'd be like having Gandalf with the party, except none of your players get to be Gandalf, and Gandalf gets the cool moments doing the most damage to the cool enemies. If you think you can make it work, go for it, just be make sure your players feel like they are the heroic ones, not Gandalf's sidekicks.
If you want them to have a mage ally that's more of a support to them, I suggest a leveled down version of this as a 4th or 5th level spellcaster, i.e. only 3rd level spells and below and only about 23 hit points.
Several of these spells have a very good chance of immediately killing most of your party. You could get away with it if you fudged some damage rolls or skipped spells with areas of effect, but I think it's too strong.
Most monsters are ranked based on their powers from Minion to Monarch with sub-classes in between. For non-unique monsters, the highest class recorded that is attained by average members of a certain species upon reaching Adulthood is Commander.

In the wilds it is very rare for a Spirit Wolf or Cycloped Wolf to go beyond the level of a Commander. It is common for monsters of this level to exhibit intelligence, it is very common for commander class creatures will ignore mages that they deem not worth their time and that they will retreat if they deem themselves outgunned, but only if unsupervised by monarchs. This makes dealing with commanders and actually killing them entirely different matters. But they are still subject to emotions and petty squabbles, as 2 different lesser commanders which were being harassed by 2 different mages decided to fight to the death when they came face to face.
Monarch Sub-classes: The difference in strength between each Monarch subclass are so great that each can be considered a class of its own. The only consistent thing about a Monarch caliber is the fact that they can only be harmed by Super Tier Spells. The damage that Monarch level creatures could bring are massive in scale, They could easily bring utter destruction upon an area for five hundred meters around them, and up to a kilometer with some of their moves.

My DM decided that when I dropped my drossbow there was a chance it would take damage. And instantly rolled a 1 on me dropping it. Might be a good alternative if your PC are too good to let the enemy steal their dropped stuff, as dropping things is still risky this way.
Was this intended for pure spellcaster builds i.e. a mage in the MM If the mage has a few levels in fighter to get Action Surge, or if they get another regular action during their turn somehow, they could actually cast two leveled spells during their turn.
